Japanese term

休転

Japanese to English Tech/Engineering Engineering: Industrial
Question: How do you handle the word「休転」?
Examples of context:
フリーブロー休転工事中
休転(補助ボイラ補修)
仮スト撤去休転 (「スト」 probably stands for 「ストレーナ」ie. strainer)
Background: This is from a weekly report of a construction project for a gas turbine for power generators. The expression comes up often in the reports, but rarely in sentences. Mostly in the example forms/context listed above in process/schedule lists. I believe it means, 'not operating', 'not spinning'. But how would you phrase this in English in the above contexts?
Free blow non-operating work ????
Free blow no spin work ????
Resting free blow work ???

I would greatly appreciate any input/suggestions. Thank you.
