I can't seem to think of the correct word to describe this even though there are plenty of pictures of "だるま穴" on the web.

Here is the context:
取扱いの容易性から、ボルト・ねじ類を外さなくても、取外し・取付けできるようにだるま穴とする。

slotted hole (opening)

Where I come from (automotive), we used to call it "slotted hole".

the only issue with calling it a "slotted hole" is that there's no distinction between a "slot" and a "slotted hole", although 'we' knew what they were, I don't know if that's true outside of where I worked (OEM + supplier).

If this is a description on a spec drawing, "slotted hole" with an arrow pointing to the actual hole would do the trick.

If there's no graphics, well, I don't know...

Maybe you can search through GD&T or maybe a CAD interface`s template, etc. to find perhaps more commonly used term (if there is one).

(rounded) keyhole aperture

Keyhole aperture is a term that is regularly used in manufacturing to describe a hole with two ends: a larger end & a smaller end as in the だるま穴. There are many examples of keyhole apertures or keyhole-shaped aperture on the Web.
