This is used to describe how much electric power produced by a powerplant is used for their own production operation (発電所所内用電力量).

It doesn't really say. But since the text talks about total cost effectiveness of installing new-type generators at a plant, I would assume that it's referring to total plant power consumption.

Does the context specify production use only? Or does it cover power consumption by monitoring equipment, lighting, etc. as well?
