They are long thin strips/shavings of dried/dessicated tuna but I would specify this in the translation depending on the target readers.

..." seems to be fish cut into thread like strips for flavoring and seasoning..." -- That's exactly what it is. Please see the blog below. I would be careful about translating it as "blue fin tuna," because depending on the context, simply leaving Japanese foods as Romaji (Itogaki) might be a better choice.
