"mound-up" in the meaning of "heightened". Since in Japan, most sidewalks are only marked by a white line, the heightened sidewalk is something special, however,in Europe or America this kind of side-walk is normal. To emphasize that this kind of sidewalk is something special in Japan I would use the romaji version of マウンドアップ.
