I think it means to have both a gate and sensors above the spaces so that you can monitor how many open spaces are available or if the lot is full. The one in the reference below also appears to provide pedestrian "walk" or "don't walk" signals.

If it doesn't have anything to do with parking it might be translated as "traffic monitoring system." I would check, though, because the phrase appears to be pretty heavily associated with parking lots.
