I agree with the body of Kokuritsu-san’s explanation, but unfortunately,
his (her?) offered translation leaves out an important element. It’s important to convey the *implication* that the “open meeting” rule can, at times, be suspended. Below is one explanation of the principle, including a proviso for when such meetings are to be closed to the public.

Thank you, Can. I wasn't 100% satisfied with my "as a rule" phrasing either--normally, too loose a wording for legal code. But I couldn't come up with a more succinct way to convey that there can be exceptions to the rule, as implied by 原則.
