The discussion is how to change the workload or redistribute it between the Japan side and US side, because the US side is overloaded, and having a lot of problems because they don't have enough personnel to do all the work they are supposed to be doing.

・日本の責任分担を大きくする
・日本でアプリケーションの責任を持つ
・インテグレーションの責任については日本 + USで持つということになる
・現状のチーム構成から大きく変わるため、かじを切るのが可能かは検討できていない。(かなり難しい)

What does this mean? Do they mean 火事? Are they trying to say that they aren't sure if having Japan do more of the work will really solve the problem?
