This has to be a typo for とどまり. This would mean that they're stuck on baseline improvements (or maintenance, depending on the context) which kept them from starting full-fledged work on the API connection when they wanted to.

手間取る
I agree with Miyot. It should be てまどる （「手間取る」） meaning they took longer time than expected -- as in 仕事に思ったより手間取り。On the other hand, とまどう （「戸惑う」） (bewildered) sounds like these engineers were lost, blindsided and did not have a clue as to what they should do -- not something engineers would admit.
