I think it's a typo for てまどる (手間取る).
That would make sense in the context.

agree Mayumi Koide : とまどる is (or was) not a Japanese word, and not in old dictionaries or http://dictionary.goo.ne.jp It must be てまどる in this case. However, many are found for Google search. Or may be a newly made-up word, as a variation of てまどる or mixture of とまどう and てまどる。

とどまり

This has to be a typo for とどまり. This would mean that they're stuck on baseline improvements (or maintenance, depending on the context) which kept them from starting full-fledged work on the API connection when they wanted to.

手間取る

I agree with Miyot. It should be てまどる (「手間取る」) meaning they took longer time than expected -- as in 仕事に思ったより手間取り。On the other hand, とまどう (「戸惑う」)  (bewildered) sounds like these engineers were lost, blindsided and did not have a clue as to what they should do -- not something engineers would admit.
