Typically I have seen 吹き上がり used to mean something negative that is a problem with the engine (engine is stuck in acceleration), but in the text below it seems to be referring to something that is considered to be good.

このエンジンは高回転高出力だけではなく、静粛性、スムーズな吹き上がりを兼ね備えた高品質なエンジンです。

Do you think it means something like 'smooth increase in speed'? Or something else?

agree Peishun CHIANG : "吹き上がり" is a right and a very common word. It can be seen everywhere in the car magazines reporting engines. I am translating as "rev-up", and sometimes as 'response'. The word does not have negative nuance.
