I think this just means that the person said it.

Something "its beauty made even the likes of XX say it was like a fairyland".

In fact, looking at it again, maybe it should be
XXを
as he is the one being made to do it.

xxx(person) をして yyy(verb) しめる means make xxx do yyy. A very old expression.
