Tax breaks are a form of subsidy Tom. Concessioni fiscali sono una forma di agevolazione. Pagamenti sospesi sono anche loro una forma di agevolazione. Like subsidy, agevolazione is a catch-all.

: I disagree. "Agevolazioni" can take many forms, of which subsidies are only one. Others might include tax breaks, deferred payments, etc.

The EU is rife with subsidies. French agriculture for example. Some subsidies are allowed. Also EU development grants are subsidies. If these agevolazioni are from government local, central or EU then they are subsidies.
