How can I translate "potenziale di attrazione" in order to get this idea across?

Individua investitori potenziali e investimenti realizzabili, supporta l’impresa nell’intero processo di insediamento.

I can't see the problem. Even the US government is using this phrase (the obvious literal translation) in the same precise context. Why try and fix it if it aint broke:
