"If the notice of appeal does not contain the grounds on which the appeal is based, a statement of grounds must be lodged within 4 months of the notification of the disputed decision. This time limit may not be extended.

The statement of grounds for appeal shall be a succinct but full statement of the appellant's arguments in the appeal. Since, in practice, appeal proceedings are primarily a written procedure, arguments should always be fully developed in writing and not be reserved for possible oral hearings."
