How do you say “hedging the Law” or “building a hedge/fence about the law”?

Another example has to do with making sure that the Law is not violated by excessiveness: in corporal punishment, 39 strokes were set down as maximum even though the original number was 40, to be absolutely sure that more than 40 weren’t administered.
