I don't know what you mean by vowel. In Hebrew we have punctuation (used only by kids and poets nowadays).
If you don't ask about punctuation, there is the difference bewteen male and female. מלאכית שלי is female.
I guess you meant the male version.
In the Byzantine empire they had religous conferences, where they discussed seriously about the sex of angels!

: I wasn't referring to the phonetic difference btw. vowels and consonants, rather to the "dots". In English-speaking countries, the nikud is referred to, and taught (in schools) as "vowels".
