My thoughts.... I agree with you, but I'm also drawn to the sentences:
"Co-ordination between undertakings which, without having reached the stage of concluding a formal agreement, have knowingly substituted practical co-operation for the risks of competition."
and
"a practice agreed between companies to fix prices and behave as a cartel in a framework of anti-competition"
...
The word that springs to mind when reading all of these definitions is "tactical", therefore....

Along with your emphasized bit, I'd like to add "טקטי" to your suggestion:
שיתופי פעולה טקטיים בלתי רשמיים

A thought: I think this sentence gives a good idea of the meaning:</br>

Therefore, doesn't it simply mean שיתופי פעולה בלתי רשמיים </br>
