In comedy people often say things that don't seem to make sense out of context. That doesn't mean they should be corrected.
A bum steer can be translated as a bad tip (meaning a piece of advice).

a "bum steer" (it's a 2-word term) is slang for deliberately leading someone astray by giving them false information.

I doubet it has a direct translation, but you might get lucky with a Hebrew\English bilingual dictionary

Two terms confused here

a bum steer is hat'aya (heh-tet-ayin-yod-yod-heh) - when you want to give someone the wrong directions or advice ('The house you are looking for is 3 streets on the left', when you know it's 4 streets on the right).

The question is nonsensical. Maybe s/he meant 'Do I give a damn?', i.e. do you think I care? At khoshevet she-ikhpat li?
But got it wrong.
