To make matters worse, Rybkin did not even have a single-mandate district on which to fall back. He had planned to run for the Voronezh seat he won in 1995, but a new provision in the election law prohibited candidates running in single-mandate districts from appearing in free-airtime slots on national television and radio on behalf of their party lists (see "RFE/RL Russian Election Report," 26 November 1999). Rybkin reluctantly dropped out of the Voronezh race in order to promote the Socialist Party of Russia on television and radio.

单席位 is from Mainland, while 单一议席 is from Taiwan. Both mean the same thing.
