"codify" usually means "organize into a code or system" or "To arrange systematically", but here it might mean to make orchestration (this means business workflow in Microsoft BizTalk Server) a code system so that it could be run in an easier way with computers.

Actually, orchestration is a manner to make the business process a code system. This could also be seen from "tackling such a project from a coding or interface perspective is a massive bear".

Here, I think what Kerong Zhao's answer can meet the context. As those process (一套设计、执行、管理及监控业务流程的技术和标准)is standarized, it can be BPM, which calls Business Process Modeling. Once the Model is set up, the computerizing works will be follow up. Codifying is one of the work. For your reference only!
