Pun: the English word sale means "dirty" in French with the same spelling, so in a way, it is sort of funny to French speakers to see all the sale (dirty) signs on the store windows. Also, for sale, when read in French, sounds as "fort sale" which means very dirty.

I think here "DIRTY" refers to the exaggerated, eye-catching promotions in shopping mall claiming the so called "very big" discounts or "low" prices, which drives the customers to buy something they don't really need just because the apparently low price.

DIRTY sound like that none of the goods are wanted to be left in the store, the boss wants to sell out without considering profit and close the store as soon as possible. DIRTY implies the boss is in a bad position.
while, “FINAL SALE UP TO 60%” sound like "最后一天,低至四折!". It implies to the potential buyers that this is really such a big opportunity that they can never miss.
