Tot 2003 is als indicator voor de geluidbelasting van Schiphol de zogeheten Kosteneenheid (Ke) gehanteerd. Deze indicator geeft de hoeveelheid geluid in een bepaalde
periode aan en combineert daarmee dus de dimensies hoeveel en wanneer.
Het impliceert dat voor ieder punt in de omgeving van Schiphol de geluidbelasting
in Ke’s berekend kan worden. De wettelijke normen die de overheid aan de geluidbelasting
op Schiphol stelt, definiëren de contouren waarbuiten de geluidbelasting
niet hoger dan de bepaalde maximum aan Ke’s mag zijn. De belangrijkste wettelijke
restrictie betrof (tot 2003) de contour van 35 Ke’s. Van belang in verband
met het verdelingsvraagstuk in de Schipholcasus is dat met het vaststellen van
deze 35 Ke-contour de overheid impliciet een toedeling van de eigendomsrechten
voor het maken van vliegtuiglawaai (of voor stilte, wanneer men het van de andere
kant bekijkt) heeft gemaakt. Deze impliciete toedeling van eigendomsrechten plus
het feit dat de meting van het geluid niet volledig een technische kwestie is, vormt
een belangrijke reden dat de beleidsdiscussie rond S

The correct term depends on the type of nuisance. 'Pollution contours' would be appropriate for industrial emissions, for example, while 'noise level contours' or 'noise exposure contours' would be more appropriate for noise pollution. If the Dutch term possibly or potentially refers to both, you could always get away with 'pollution contours', give that excessive noise levels (e.g. around airports) are also a form of pollution.
