ليه مقفلهوش في بعضه أحسن بدل التل ده
(واضح إن صدر الفستان مقفول بتل واللي بتتكلم بتقترح استخدام قماش الفستان نفسه لتغطية صدر الفستان)
A: Howa el neckline beta3to keda msh ha3raf **a2felha** 3la ba3daha
هو صدره كده مش عارفة أقفلها على بعضها
B: Kan **afal** el dress f ba3do
كان أفل (قفل) الدرس في بعضه
(كان استخدم نفس قماش الدرس علشان يقفل الصدر)

It comes from
قفل
Now it depends on what part of the dress she is talking about!
Generally there is an open part she want's to have it closed or sewn together.
I also agree with Fida about 'join'.

: I thought of this one first, but then I have chosen "cover" to fit this particular area, nickline. what do you think?

she didn't say أغطي or غطي she said afal قفل - I think she wants to have two parts of the dress come together - whether she wants to cover herself or not; that is another question! :)

Discussion
What I was trying to clarify in "your" link that close-up in that context means what I suggested before (in the adjective sense).
No disagreement I hope :)
The link provided by you strongly support my second suggestion. Kindly have a look on sense no. 3
3. close up - unite or bring into contact or bring together the edges of; "close the circuit"; "close a wound"; "close a book"; "close up an umbrella".
"afal" here is a "verb" [قفّل] not an "adverb!
Regards,
Adv. 1. close up - very close, close up - very close; "without my reading glasses I can hardly see things close up"; "even firing at close range he missed"
at close range
