There is nothing called أمانة سر الإصدار

al Abbasya Tower an not Borje Alabbasya, however you may transliterate it as ' Burj al-Abbasya'

OK. I know that the word 'civil' shall be meaningless if it stands alone the matter which make you worry about submitting the 'accurate' translation, however, in legal contexts the word مدني refers to Civil Status Department or Civil Registry or Civil Law or Civil Cases \ Claims .. etc
Moreover, to translate these Arabic 'abbreviations you need to do more deep search or to ask Arabic native speakers working in the field of law but for myself I gained some experience from Arabic legal contexts.

Thank you for your clarification, but in this case the sentence: "Secretary Office. Civil" would be meaningless even in Arabic because the same document contains other abbreviations but they form meaningful phrases
