There are two approaches to treat the reference number of a document; either to keep it as it is pronounced in the source langauge for example UN 1256/S/M shall be translated into Arabic as يو ان 1256/اس /ام and this is also true of the other direction, i.e., from Arabic into English or you know the abbreviation used in the reference number and in this case you use the equivalent initials just like in the previous instance. Accordingly, you can say Ta/ Jim Qaf / 1 or I/N R/ 1. Regards

part of a serial number (probably references to logbooks)

I think these letter do not hold any significant meaning and probably are simply references to logbooks where such certificates are recorded and, therefore, become part of the certificate's serial number
