Arabic to English Law/Patents Law (general) Developing decrees

Hello.

I'm really struggling to understand what تترجم means in the following context about problems in the process of developing a draft decree:

برز حديثا نقص فاقع في التواصل بين الطرفين في الفترة اللاحقة لإعداد المشروع. وقد تترجم النقص في التواصل في تعطيل الأصول المنصوص عليها في القانون ومعها المشروع برمته
"Recent, a glaring deficient has emerged in the communication between the two sides following the preparation of the draft. You might ?????? this deficiency in communication in the disruption of the legally stipulated procedures and hence the abortion of the draft in its entirety."

The literal translation here ("translate" or "interpret") doesn't make much sense.

Are we saying that we can see this deficiency through the disruption or breakdown of these procedures?
Or are we saying that we can interpret this deficiency *as the reason for* the disruption of these procedures? (In other words, we can explain the disruption of the procedures as a result of this deficiency in communication)
