The Sa'aaleek were not hobbos or tramps, they simply are called as such because they refused to obey social norms and regulations, and broke the tribal laws. HENCE, they are simply outlaws.

Brigand poets in the pre-Islamic and early Islamic era. The word has often been translated as "outlaws", but, strictly speaking this is not correct because pre-Islamic Arabia unlike medieval Europe, knew neither a written law nor a body to enforce it...
