The Sa'aaleek were not hobbos or tramps, they simply are called as such because they refused to obey social norms and regulations, and broke the tribal laws. HENCE, they are simply outlaws.

agree Sydeni : I think this answer is the most fitting to the actual meaning of the word , they were outlaws , mostly .
