This is a PRO question Looks simple at first, but requires knowledge and/or research concerning terms specifially used by the European Court of Justice - many a bilingual person will not know these.

Then observations is the best option, I suppose it has all the possible meanings of Spanish term. I didn't include it in my answer as it was already in Taña's reference, btw

My take I consider "observations" the classic form, which I would normally use in academic texts. However, one of my clients insists on "remarks", so I'm now accustomed to using that as well. For some reason I see it as slightly more formal than "comments", but that's probably just subjective. I think "objections" is too specific in this case, without further context.

Remarks from the Kingdom of Spain, although that sounds a bit high-fallutin and strange.
In truth there are multiple options, depending on the specific context, unfortunately not qupted.

In my opinion, it boils down to context in which text appears. If it is a forum where all member states are addressing the audience in a plenary session, then "remarks" would be appropriate. If it is a situation where a government is reacting to a decision concerning it or a general topic for open discussion among the member states, I think the work "comments" would fit. "Observations" may be used in internatioal diplomatic settings but is sounds stilted and more suited to the vocabulary of a scientist rather than a parliamentarian.
