Hola,

"When prices fluctuate substantially, even if they are tolerable
on average, the short-term shocks make both smallholder
farmers and poor consumers vulnerable to long-term
poverty traps. In addition, smallholder farmers find it difficult
to invest when price changes are unpredictable"

"In economics, a shock is an unexpected or unpredictable event that affects an economy, either positively or negatively. Technically, it is an unpredictable change in exogenous factors — that is, factors unexplained by economics — which may influence endogenous economic variables."

crises // shocks
I assume that by choques they mean periods of difficulty (crises or shocks), probably due to financial reasons. A household should make sure that their nutritional needs are not sacrificed due to unforeseen financial circumstances and should plan for them ahead of time.
You can find short-term crises and short-term shocks results in Linguee in these links:

I would personally approach the translation like this:
This requires access to nutritionally adequate food throughout the year, and a household must be able to mitigate short-term crises without sacrificing the nutritional needs of any of its members.
