German reference You'll hardly find any search results for "Aufschaltungsmiete" - typical German move of stringing words together. You'll need to search for both words separately. Here's a good example of what they are talking about:

These all appear to be regular rather than one-off payments. Hence Aufschaltungsmiete (Miete = rent).
A connection charge is made when a tenant moves in. Thereafter, the tenant pays for electricity consumed.
If Aufschaltung refers to the cable provider, 'subscriptions' will be the appropriate term. If this is to do with the power supply, then it refers to standing charges:
