standard prepositional phrase look it up as "à l'encontre de (qqn)"

ignoring the inversion for the relative clause: [elle] (presumably a company) [dispose de] [un recours recursoire] (some kind of legal action) against him/it.

exact interpretation of "dispose de" depends on wider context, particularly the status/progress of the [recours recursoire].
