This goes with the nationality in question. Do we translate qualite de Francais, by French nationality, as the word 'natinoalite' comes up in the documents ? thanks for yr help

WHilst I agree that the term "qualité" here may be translated by "status", a more natural rendering is psosible without using that term at all. Here's what I mean :
" Declaration en vue de reclamer la qualite de Francais en application de l'article...."
"Statement with a view to applying for French nationality under article XYZ..."
OR
"Statement made in application for French nationality..."
There are quite a few possible renderings of course, but the use of "status" in conetxt does not seem the most natural option in my view. ;-)
