I don't have any problem with the grammar of the original - a Stelle is simply an office, official body, or department, i.e. the place to which the employee must report any difficulties.
It is similar to a text that passed across my desk last week:-
X ... "muss den Verstoß gegen die Unternehmensrichtlinien einer entsprechenden Stelle im Unternehmen melden", which was translated (not by me, and I don't think I would have used the term "resource", but the meaning is clear) as:
X ... must report the violation of company policy to an appropriate company resource.
