Much more context is required, I'm afraid. All we know is that this is a flow rate whose units are measured in litres/min; that being so, I have difficulty in agreeing that DLS could mean decilitres/sec. Can we have sentences both before and after, please? Incidentally, 30 l/min of (diesel) fuel flow implies quite a big engine. According to my calculations the corresponding mechanical output is about 5MW, or about 7000hp, though maybe they're talking about coolant, or lubricant?? (Diesel Lubricant System?)
